The difference extends beyond just pvp. You have to take into account all the pros and cons of using either race (sic). If your consideration for preference weights heavily only on pvp, then try to not narrow the assessment to only single encounters. To show you what I mean, lets take a hypothetical situation:

For every encounter like the one above, 100% of the time, you would get the kill. So does that mean a euro char is better than a chinese char?
There are many pvp situations you would find yourself in. Chinese chars are better than euro in terms of their pvp flexibility and versatility. Euro chars are much more narrow, thats why they work best in a balance team. In the end, both races (sic) balances out in their pros and cons.
