ok i happen to like sp farming since i dont really care much about lvling...
so I plan on maxing every skill on all the trees i get

does that mean i'll be fully farmed? or does it just mean maxing the skills you want?

it means you will be able to max all the skills you need to this cap. which is 80.
So you will be able to have your masteries at 80

wait...

so it refers to just masteries and not skills?

so i can have 300/300 masteries and have no skill and still be fully farmed?

No, he mentioned skills too. Fully farmed is basically that you farmed enough SP to get all the skills you need, and want. It doesn't have to be have ALL the skills of that tree, just the ones you should have. I'm not sure if fully farmed applies for your equipment, like a full SoSun.

To answer your question, having 2 Lv150 masteries and no skills wouldn't be considered "fully farmed", at least in my opinion.

Full farmed = All the skills and masteries you want for your level
eg, "Im fully farmed to 42" = I have all the masteries and skills i want at L42

fully farmed to cap = fully farmed to 80
