i have seen a lot of rogues, and i have also seen them deal massive crits with CE and DD. but are they good in face to face pvp? without using CE or DD that is.

Is bard good? yes, it is the best sub-mastery in my opinion.
In PvE you will be the best, just turn on Noise and you'll be able to use CE and DD as much as you like, you just need to keep an eye on the buff to make sure it does not run out. Th speed buff is awesome too, at level 70 it will give you an 80% speed increase, something that no one can get unless they buy speed potions.
I always wondered, why take Cleric for better survivability, if with Bard these mobs will not even touch you when you activate Noise? Basically the only time Cleric would help you is in parties, but even then Rogues are not made for tanking so these mobs are not even supposed to approach you if you have a Warrior in your party who is not goofing off.
In jobbing bard helps a lot too, Rogues rely on speed, especially when they are under Stealth, so the speed buff will fit right in with your build.
