Noise, I am not sure but I think it makes Offensive mobs Defensive xD , for example Mujigis wont attack you when you have it on ... Its great skill for Wizzards .. But as a Warrior I really dont need it as I can take on Party mobs easily ...
Second skill is moving march, and this skill really helps ... It makes char to run faster and since most warriors use Heavy Armor it is great ... But I use Light Armor and I have Scrolls and there is pots to buy outthere so I am not really going to change to bard only because this skill ...
...but this time I'll add my two cents as well:
For group PvP, It's true that the tambour/march/dancing buffs can be great, but they require a bard per tambour while dance requires even more bards. These requirements basically weed out slots needed for other classes, namely multiple tanks/nukers. What makes it even worse is if those bards are STR, they will not be able to attack and you're left with a heavily buffed party with little to no damagers, which will get crippled by actual good parties. IMO, a party needs no more than 2 bards, buffing with guard/mana tambour and a damage increase dance (which one depends on the party's damagers), with the bards constantly restoring MP (and if possible, one of them actively attacking).
STR clerics, although not capable of good attacks (besides glut healing spikes), can res and temporarily replace the role of the cleric. Multiple sub-clerics in the party also allows for indefinite bless spells and bless spell stacking, which would make the party almost unbeatable by itself; hypothetically they start by stacking bless spells, then immobilize by using Heaven Glare, then proceed to finish them off with Glut Healing spikes.
