alot of guides suggested increasing ur wepone mastery 80 and leaving lighting mastery at 69(so does ur wepone mastery % increase ur magical damage(nuke damage)

Nope, your nukes only got more damage if you incresed the fire, thunder or ice mastery (depends in what type of nuke you use).
Weapon mastey only affects weapon skills like knockdown+stabs or ghost spear mars.
