I know if there are shield the same level, an INT character should choose the one with higher Block Rate. But what if there it is a level 13 shield with BR of 17 versus a level 16 BR of 15. What to choose now?

if there is only 1 diff in the BR then i would go with the higher level one, but right now my nuker is using a lvl 35 br 17 shield because the highest br i could find for 38 was 15, so yea... id say if there is more than 1 difference in the br and the sheild is only a few levels higher, stay with the lower levelled higher br shield.

Don't worry about it just yet? Your char could be 20 by tomorrow - so 13 vs 15 doesn't matter much.
Unless of course, your SP farming. I'd go with 15 unless you had some BR18 shield or something crazy worth it.

Level 16. The the higher BR will help you block 2 more hits out of every 100. The lower BR shield, but higher defense, will save you HP. In the long run, more HP will be saved with the level 16 shield.
