It can't be the Dragon Flag because the character wearing it is on a camel. The Dragon Flag is not a trader flag. That is the 1million gold trader flag.

There's two traders there..the flag with the pennants is the female red flag. And the guy is wearing a male red flag...which is different from the gold dragon flag in that it has a red trim. The gold dragon flag has gold trim/streamers.
