60 cap and 70 cap was best of them all for 2 reasons....
1) There was a very close relationship with the community as there were a lot more people actually "playing"..Guild wars were common as well as hunting/thieving and trading
2) At those caps you could nearly have all the skills without sacrificing any one skill tree. Not to mention there weren't any overpowered EU.
Those are the 2 main ingredients that makes any MMO fun. Community and Abilities
