If you are partying (which I assume you are/will), yes. They are both the same, but taunting target, as the name says, you have to target and it'll taunt the monster and an area in front of you, in the direction you are facing. Howling shout on the other hand, taunts everything near and around you.

It's recommended that they be maxed. As you start leveling in parties at higher levels, other Euros will generate more aggro and mobs will target them. If you, as a warrior, do not generate more aggro than the other party members, then they will be attacked instead of you (the tanker).

The first one targets a single mob while the second version is AoE and requires no targeting.

When u get to cap mobs u definitely dont need them max. Warriors didnt tank at 90 at chasers. They dropped the mobs at the cleric. Having a lower lv taunt was more like a advantage cause it was easier to loose aggro to the cleric. So as a lurer u dont need them max.

Also when u really wanna tank, you just cast protect and protect alone gives u almost more aggro then wizards generate. I got lv 76-80 taunts I think and I can keep aggro really easy with 90+ wizzys nuking. With a +0 1hander atm xD ( fxck alchemy)

Ofcourse the higher taunts the better but you wont notice a big difference and you will see a big difference in the amount of sp you will need. Talking from venus experience where the partying is different from most servers, the conclusion is NO you dont need them max.
