It's usually useless spam people use to up their post count because they need some kind of forum post count penis size ego boost.

It's basically agreeing with whatever you're +1'ing.

there are two meanings of +1
Here it is agree (sorry that i repeat it)
In sro it means it has the power of a weapon of the next level
so 32 weapon +1 =weapon with power of an 33 bow (if it would be there)
