I recently delete a character I had and now I want to make another character with the same name. However, silkroad says that name is still in existence even though the 7 day period of deletion was compete. How much longer must I wait or is the name embedded forever?

Names last forever. Just add a bunch of x's on the name or something. Like XxXTR_FaCkXxX.
