I could get a bunch of glass from other people,
but to get it I need more ships, since I'm using all of mine at this point to transport resources from my pillages. I literally have zero available ships.
So I need more ships first.
But they're so expensive.
So I can either only trade or only pillage. I'd rather pillage.

It's not just citizens. Alot of other things factor into it as well, including your military.

why did you quit in the first place, wasn't it because you can't destroy towns? but you know what you can do is use the town you pillaged and make them your slaves and take resources from them
