The reason being that most of the "undiscovered" inactives are gold mines, since they've been sitting there for a while. Actives tend to spend their resources, and as such, there's less to steal.

I need to ask someoen for a weird request. in about 3 weeks i will be going off to vacation and i wont set it on vacation mode. i will leave it with museum on max treaties and as much wine as possible. I need someone to volunteer to pillage my village once in a while so that i dont lose my resources to someone else ( ineed my researchers) so if anyone wants to participate post here. my golstock will probly be about 4 mil by the time i leave.
