You can not buy these. I assume you mean the mastery reallocation potions. You can either gather cursed hearts (quest from the Herbalist NPC once your lvl 20) or buy them for the item mall for real money.

Neither form is transferrable.

You can't sell/trade stuff you buy on the item mall directly to other people. The game won't let you.
