Is having a (+0%) on your Mag. Atk Power on your weapon bad? and why?

Because it's the least possible amount you can get.
Just like having 0% of your time in life devoted to sexual activities is bad.
You do the math.

Its not Bad...It's just not good. Its no better than An NPC bought weapon.
