It's fairly easy to make a 120cap server so it is very likely to be one.

Yeah it is possible, i already saw 3 other 120 cap servers.

But i am not interested actually, i am playing on other server with friends

Rome has a pretty decent ping for me, but I don't think I'll ever stay on any of their servers because Donators are just too overpowered(i.e Custom Premium with 20% increase instead of 5-10%).
