The most popular and widely considered the best INT is 90 Cold/Light/Bicheon 30 -- Whatever you wish, possibly fire . Going hybrid INT? 80 Heuk/Cold/Light 60 Fire

Well I wasn't serious but it is kind of cheap plus slightly illegal.
Anyway I can't help you, I do not play ecSRO.

With light is faster but firer is slightly stronger. The best nukes for each tree are very small in quality the fire nuke being JUST better, like the highest damage is just 12 points bigger or something.

Well. Fire is the most damaging imbue, and burn status adds to the already high damage output. With fire imbue you'll hit the highest numbers. Fire gives medium-very high damage. Light is the most varying imbue damage-wise. Its minimum damage is lower than ice imbue's, but light's highest possible damage is quite close to fire imbue's top damage. Light imbue can also transfer statuses, like stun. Lightning offers varying low-high damage. Ice imbue is perhaps a bit underrated, but the freezing effects aren't bad... It offers stable low-medium damage.
Nukes.. Fire still has the strongest nuke, flame wave wide, which gets (330%) at higher levels if I recall correctly. Light nukes arent supposed to be far behind in damage. Ice nukes are quite weak damage-wise. Also, the mag. attack buff from light tree is essential for a nuker im my opinion.

I answered about imbues. To make it short: Both will do. Fire is much more stable and has higher damage. Also light will be able to hit good numbers, but its damage can be even worse than the worst ice imbue damage. I myself prefer fire, even though the damage difference isn't really that big.
