Wizard/Bard is great for soloing (PVE) because:
1. You are able to use moving march which saves you ALOT of running time; that added onto robes will make you the fastest moving class.
2. Noise skill will prevent all NORMAL and PARTY monsters from attacking you up to a certain level which makes sure you will not be gang attacked. Since you are INT, this is an essential skill in PvE that all wiz/bard should have.
NOTE: Does not help against giants and champions.
3. Heal your mana!! During soloing on giants, if all of your skills are maxed out; I find it hard to kill a giant without running out of mana for a second or two. Cast a 16 second mana healing and you'll be fine to PvE a giant
With that being said, Wizard/Bard is going to make you the fastest leveler. It also costs the least sp. Bard Tree takes around 20k sp to max at 60 if you are just getting moving march and noise. Although they own during PvE, only moving march comes in handy during PvP
Wizard/Cleric is meant for PvP and helpful during PvE:
1. Wiz/Cleric allows you to use the bless spell. After you max it out, mobs around your level with essentially hit you for nothing during the 45 seconds of casting. It doesn't sound like alot, but 45 seconds will allow you to kill a giant and maybe 2 in zerk. This spell will also greatly reduce hits during PvP and jobbing. A must have.
2. Healing you HP!! I assume your Wizard is full INT which makes healing HP essential for pvp AND pve. Healing division and healing cycles are much needed. These will keep your HP up while soloing and during PvP and PvE.
3. All parties want for Christmas is a CLERIC. Parties are constantly looking for clerics and if you can't find one your level; just start one. The people will be pooring in even if you are 5-8 levels below the mob. Your job is to buff them and heal them while leaching off of their hard earned exp

With everything here being said (wow, did i type that?), it really depends if you want PvP or PvE success. For me, I chose Wizard/Cleric ^_^
