You can be any one you want. There really is no "best build" for a job.

+1

Decide this on your own. What if people tell you should go hunter but you hate hunting?

Just do whatever you want to do at the time you want to do any job.

I made level 2 thief when I was level 22, which may or may not be impressive, but here's how I did it:

Don't run around wearing the suit unless you are actively in the process of thieving. When I say "actively in the process of thieving", I mean summoning a transport, picking up goods, activating your scroll and waiting to port out. There will always be someone higher than you who runs by and is more than willing to suit up and splat you on the spot just for giggles.

When I was in the early to mid twenties, I had great success gathering chakji and hyungo soldiers onto traders my own level. Once the trader goes down and the mobs disperse, suit up and take the cargo. To do this effectively, you need to learn the running speed of your character, as well as the running speed of the mobs following you. Time it so the mobs lose interest in you right when they are on top of the trader. Some might call you cheap for doing it, but it's not like you have many other options since traders your level will probably not be running two stars.

Bring a friend. Strength in numbers, yo.

Ice is good at your level. As a thief, you just need to survive long enough for your bandit scroll to kick in. Freezing/frost bite work wonderfully to help you out here. No one your level will be immune yet. Since you're an archer, ice imbue with your combo arrow will be your best bet. It's up to you if you want to spend the SP and use up the mastery to get it.

Harmony therapy can work wonders. I didn't have it myself, but my partner did. In a secluded area, all you have to do is cast it and wait. Occasionally you'll spawn a champion thief that you'll have to do deal with, but that shouldn't be too problematic. Again, it's up to you to if the SP and mastery is worth it.
*On a side note, I have harmony therapy now. I'll go out as a trader with a horse and a single item, cast harmony therapy, and then spawn thieves in bot infested areas. It's pretty funny, and it's a great break from grinding. If you're going to do this, always give a warning for any legit players. I recommend getting the res skill in case any innocents get caught by your spawns.

There are a lot of places on the map that hardly anyone goes to. If you want to avoid any hunters, learn where they are and pick your favorites.

Protectors are great against new traders. Economical, effective, and outright hilarious when it works. The drawback is you can only use one every hour, so choose your targets wisely.

Finally, know when to give up. You won't get every trader that goes by. In fact, you probably won't even get most traders that go by. Sometimes you have good days, sometimes they're bad. In the end, it's just a game. Learn when to move on and find a new target.
