If I had no heuksal or bicheon and I had 90Fire/Light/Ice, would I be able to use both Spear and S/S when I'm like around level 80?
And would the skills that I get be usable with both weapons?

yeah you can nuke with either sword or spear without weapon mastery

you could theoretically use spear for 1st strike (with nuke), then switch to s/s for rest of combat (if needed ofc) for extra def.
