how many stats do i put in for this build each lvl?

you just keep the balances at both at 70 when you have no equips on (at some point its going to become 69:70) where to add your stat points depends on the lvl

No.

You go 70:70. But in the end it'll be 69:70 because that's just how it works. You then up your gear with str and int to reach 80:80
