thats a fairly different build, i haven't heard of any one has seriously done an int bow that wasn't lightning.
This builds pros
max snow sheild, extra mp from force passive (to tie in to the snow shield means you'll be able to tank more, maybe even enough to do your vital points don't know though if it'll be enough just pondering here), high attack ratting from bow meaning you'll more often then not hit the higher end of your dmg range and with good gear that's almost garunteed for a good constant dmg. Fast attacks, knock back, range. Would be able to survive lureing a few mobs and then nuking them down, and fast killing. Vital points, able to res team mates, can use ice to buy you more time to res people too or throw in a freindly heal, this seams more like a support unit to me, knock back and hit from range while your buddy stays up and personal with your enemy, and you can throw in freezing/ debuffs and some half way good dmg in)
Cons, less damage then s/s int, spear int, or even int bow with light or fire. Low defense from no hp bonus from heuk or from bicheon, or just having a sheild, no lightning means you'll be slow, which with a build like this you might need a phatom walk to get out of a tight spot if you are alone, this is not a 1vs1 build, also no lightning means you don't get the magic damage buff or extra parry. Fire means no magic defense buff, or some of the stronger nukes. If you know you'll have clerics/ bards to around to help these down sides become irrelevant except the lower dmg.
Sounds interesting though, and could be very confusing to people who haven't seen you before
edit: why not 88 pach 32 light 90 ice 90 force, unless there is some awesome new skill at 90 for bows, that'd give you a basic phantom walk to back up in pvp, phantom followed by knock back will give your pots time to get you back up
