Do I just need to download SRO Full Cilent v.1.170 (Down Left) and then update it, and after that install Legend 4 (Down Right)?

download 1.170 install and play
download 1.180 and hold on to it until announcement say legend4 is up for play, then install it.

if u install 1.180 u won't be able to play.
