I am having a hard time finding ppl to party (Share exp) in the Chinese area, is that the same case in Europe? I heard that party is more popular in the European area. If so, do they start as soon as they can? (lvl 5)

Share parties are becoming more popular everywhere. You can almost always find one at yetis for example. Don't be afraid to start a party, get a guildmate or friend make a party and then post it with the mob you are fighting. Chances are people will start to join.

Edit* sorry I didn't answer your question, but perhaps a good guild will be a starting point.
