Holy Spell > Lightning Impact?

Hey guys, I was wondering whether at level 100 cap when holy spell is level 3, does holy spell ALWAYS resist level 3 of the wizard skill 'lightning impact?'

Lightning Impact Level 3 (Required level 96):

Consumed MP: 2386
Surrounding range radius: 12m (simultaneous attack 5)
Fear 10 level (Probability 80%, 10 second)

Holy Spell level 3 (Required level 96):

Consumed MP: 2386
Surrounding range radius: 30m (simultaneous attack 8 )
Weakening series probability 100% reduce (10 level)
Restriction series probability 100% reduce (10 level)
Curse series probability 100% reduce (10 level)

Thx guys, I just knew that Stun < Holy Spell and I was wondering whether Fear < Holy Spell

Holy spell resists fear.
But there is talk of holy spell getting changed from 100% --> 50%, no idea if it's true or not.

it's 50% on ksro, vsro, and maybe csro.
afaik, it's getting changed to 50% for isro.
