+4 After weapon, clothes or accessory. What it means?

It's an increase of stats beyond the "normal" npc stuff.

No specific numbers, but say a weapon does 1000-2000 damage normally, a +1 might do 1090-2090, etc.

Standard in most roleplaying games, all the way back to Dungeons and Dragons.

The higher the plus the better.

From 3+ weapons start to glow

Weapon elixirs are used through the alchemy system to add the pluses, but be warned, for lower levels it isnt worth 'pimping' weapons as it regularly fails, and can be very expensive.

and you'll outlevel it pretty fast.
