I want to change Splash.jpg from there, but how can I prevent re-downloading it?

And how does it understand that I have changed he picture? File size or something else?

Any programs, methods or other things how to change the file size exactly how much you want?

Or any ideas how can I change the code, what checks if the file is that size?
