mobs 36-40 maybe. mobs usually drop items around their lvl

no, quests wouldn't prevent you from getting drops. whats your lvl. if your fighting blue mobs then then you will almost never get a drop

Normal drops can only come from the same lvl or higher lvl mobs.
38 axes are dropped from lvl 38 to lvl 41 mobs. Lvl 37 mobs will drop 35 axes and lvl 42 mobs will drop 42 axes. Same goes for all the other items, only SoX is an exception.
Anyway try anything between 38-41 =p
