what does the tablet of strikes do.. whas it mean increase accuracy?

Adds a blue status increasing attack rating. Does not reset the attack rating % of the weapon.

Now I just play in the OTL and my old guild forum.

It will add blue stat as said by Brutish1 but it will make your attacks hit more toward the max damage of your weapon damage range.
