having so many bugs in the game and still wanting to let people play, you choose the best option you can.
they choose to rather keep the game running as they can and make it still attractive as possible by creating new servers and events/updates instead of fixing what most players kinda find irritating (the bots)
Why? just because if you simply keep your product popular no matter what in the end you are the one who wins. it is kinda easy just because sro gets even more popular each day.
most players quit near their level 40 and who ever passed 40/50 can`t stop or has a big difficulty stopping EVEN with all these bots so seems like they choose the correct decision they might lose a few hardcore players but the new ones they had is still bigger.
So what would you do (asking amon-ra) if you would manage this company. lose players by not updating, no events, no fixes and keep your servers clean with far less players/servers or rather keep your game as popular as you can with this bot issue? just because you always can ban those bots but not always can get new players.
Bots are something that can be fix it is not a permanent problem you just need to once in a while clean your dirty laundry, but there is no need to wash your clothes each day when you got so much to wear, people might say "oh damn your house smells like dirty laundry" but as long as you can wear fresh ones when you go out then nothing is really wrong right?

since you asked what each of us would do.....id do the following
- if budget allows hire 2 programmers, else fire 3 GMs and get 2 competent programmers.
- swap the npc id that theives spawn to be mangangs. simple quick fix
- create a player action logger
- open a 3rd party gold selling site. undermine all the other gold selling sites. basically eliminating gold bots. at the same time id do a mass ban on gold bots, based off their characteristics an application would monitor and flag them.
- create a detector for player bots who bot to level.
- dynamically assign resources to servers. once all the bot detectors are made,tested and running well. for every server opened the oldest server would stop accepting new members.
thats about my 2 minutes of thought on it. not gonna take it further since it doesnt matter.
