I agree with everyone that's saying it is your ISP blocking certain IP addresses or IP ranges. As Chaby suggested, traceroute Joymax's IP address, 121.128.133.26, to see if you can even communicate with it at all. If it times out at your ISP, then that's a good sign the ISP is blocking it. If they are blocking, then you are out of luck unless you can get your ISP to remove the block, or maybe use a proxy.
