he wonder that he'll became lvl 90, 
before lvl 90 there are lvl 89,88,87,86,85,84,83,82,81,80,79,78,76,75,74,73,72,71,70,69,68,67,66,65,64,63,62,61 lvls 
so???

I believe you can add the same blues to a shield that you can to, say, armor. That extra str5 and int5 increase can come in handy. Glavie and spear doesn't have that luxury.
Note: str and int was just an example. I don't remember if you can add those specifically to a shield.
