The date under Tarky's signature is Nov 6th and I received the notice that i won around 15th Dec, so I guess if the real Tarky signed them, he did so on the GN(i don't remember the whole name of that gaming fest or whatever) or he signed them and sent them to the US office, or they just wrote that date cause they thought if the date it too close to the date that the posters were sent someone will doubt it is real.
