I could think of quite a few reasons for it:
1. Because people keep using bug report to send such messages as "OMG I HAEV BEEN LIEK HACKED N U SUXX FOR LETTIN IT HAPPN WTF" and the GM's have to spend all days reading that.
2. Because people are spamming botters of all servers, and at the moment there are only a few GM's available, and these are'nt actually investigating bot reports 24/7.
3. When a GM goes to see if a player is indeed botting, he usually appears next to the supposed botter, and asks him to speak or he will be punished. Considering the majority of botters sits close to their PC and watches The Oprah Winfrey show while this happens, they notice a GM is talking to them, turns off the bot and sais "hello" and all is well.
Here is a pic to remind you of how (3) works, and why the people you report arent usually banned.

4. Lately, thousands of accounts have been banned.
And still, there has been none or next to no GM-sightings.
