Your 600-650 (0%) vs 550-600 (65%) analogy doesn't really work, because we would probably be talking about 2 different weapon echelons. Two weapons of the same level (say 42 in this case) will always have the same damage numbers if theyre both 0%, so it's only possible to have a weapon with a lower actual damage but higher % if it's a lower level weapon than the first.
If the % is low, yes, alchemy can allow you to try to make it higher. Sometimes a 60%+ phys glaive will be better than a +2 and 0%, simply because the % can add more than a + at later levels.
I have heard comments that when a stat has 0% you can't enhance it because its bugged. Is this true or just a rumor?
