As said above, the % listed for reinforces adds that much more defense (or damage) to your overall amount (on your char sheet) by multiplying the reinforce by your str or int (str for phys and int for mag, obviously).
Chest piece with 8% physical reinforce and 10% magical reinforce:
You have 100 Str and 50 Int
100*.08 = 8 phys defense given on top of the listed defense on the item
50*.1 = 5 mag defense
You have 100 Int and 50 Str
50*.08 = 4 Phys defense
100*.1 = 10 mag defense
So thats why str chars in heavy armor can purely tank melee type monsters much higher level than them, and int chars can with things like taoists/other magic monsters. Not only is armor the best in phys defense, it also has better reinforce scores, as is garment with magic. Generally though in the upper levels, players tend to switch to equipment that covers their weaknesses. So a nuker in armor and a tank in garment. The formulas above should work for damage too, just consider that the % ~ % range they give is for you to calculate the min and max damage bonus from your str/int, and not just the average.
