Issue with guild/union emblem

When I try and put them on it says they are wrong size or format, but they are 16x16 and BMP. format =/

Anyone have any ideas on how to fix this?

is it 24 bit or 32 bit cuz it wont accept 32 bit

From windows paint program save as (bmp 24-bit)

I tried paint, it just kept it 32bit.
