Joymax just fails. They just need to make a program that detects bots, and make a Ban button. But,,, its joymax, so ill keep on dreamin.

Yeah some countries still have 30 clients / IP limit, which makes it quite easy to find working proxies (from those countries).
If all countries would have the new limit, it would also make those proxy quite a pain to use since you would need 1 proxy for each 2 chars.

IP restriction won't work significantly if is not apply to ALL, there are many free proxies to bypass it or VPN free and paid, a quick Google search brings price from low as $2 a month is nothing for bot users that already paid for bot.

Probably VPN's or proxies, or whatever. It's not hard to bypass Joymax IP restrictions.
