Also the only reason I called this sig blast was because I tried to make it look like the render was moving as you can see with the smudge and motion blur lines to the right of the render.

Hmmmm, good job with the render, tho you forgot to do something, around the render you can see some white lines, the tut said something you could do about it but personally myself what i did in my last sig, was i zoomed and erased the white parts with the erasing tool.
I think the bg is alright, i can see you tryed to give it depth, i think it goes from Deep to not deep to fast, if you get what i mean (looking from the right to the left) I dont like the colours that much tho (personal taste)
About the rest, i kinda god the feeling the render is moving,
I think you should Blend the render in with the bg a lil bit more, i also think the render's way too bright. It just doesnt seem to go well with the bg (even tho they share same pattern of colours basicly)
I think it was a good try, i like the text, it's just it doesn't seem like it's just "one thing,like that feeling of a "whole". My eyes get too stuck on the render, then one look to the bg, then render for a while, then bg again, then render for a while.
You got one v good thing tho, the render itself is awsome, <3 Sonic otherwise the sig'd be pretty poor imo. Gj with the idea of movement tho
I'd rate it 6,4/10.
