lol, its mostly just out of focus. Decreasing the shutter speed from 1/30sec to maybe 1/20sec would make sense assuming they were shot at the same aperture and iso. If you wanted, take an out of focus picture and then use PS to play with the colors. That would be a hell of a lot easier than playing with the shutter speed.
