Yes, it's quite legal. It's an Item Mall item, in fact. Buy it from the Item Mall with Silk.
A Gold PT costs 200 silk.
A Silver PT costs 150 silk.
Each of them give you "preferred game access", which means that you can log in whenever you want. They also throw in quite a few more bonuses, such as INT and STR bonuses, and 5% increases to a variety of things - even Alchemy Success. Whether it's worth it to you, or not, is up to you. But yes, it's quite legal.
And if you haven't bought anything from the Item Mall before, it's $20 for 200 Silk, or 10 silk for 1 USD, which makes the gPT $20, and the sPT $15.
